Mark Holstine, P.E.

Mark Holstine serves as the Executive Director of the West Virginia Solid Waste Management Board, where he leads the agency in fulfilling its statutory responsibilities and provides direct oversight to Solid Waste Authorities across the state. A licensed Professional Engineer with over 30 years of experience, he holds a Bachelor of Science in Civil Engineering from the West Virginia Institute of Technology. His background includes extensive work in landfill design and compliance, solid waste planning, infrastructure management, and environmental permitting. Throughout his career, Mark has managed complex engineering projects, including landfill closures, water infrastructure improvements, and mine land reclamation. As Public Works Director for the City of Charleston, he led the transition of the municipal landfill to Subtitle D compliance, implemented operational efficiencies in waste collection, and developed a fleet management program driven by lifecycle cost analysis. He also held engineering and project management roles with GAI Consultants and the West Virginia Department of Environmental Protection, where he contributed to statewide regulatory initiatives and helped develop reclamation standards for surface mining operations.

Since 2010, Mark has applied this technical expertise to lead the Solid Waste Management Board. As part of the Board’s statutory authority, he has served as Presiding Chair of two Solid Waste Authorities following formal Board action to supersede                                                  their local governance. He currently holds this role with the Tucker County Solid Waste Authority, where he also oversees operations of the Tucker County Landfill, ensuring regulatory compliance and organizational stability.


Sarah Roncaglione

Sarah Roncaglione serves as the Executive Assistant to Director Holstine at the West Virginia Solid Waste Management Board. She brings a strong background in administrative support, regulatory coordination, and office management, developed through previous roles in both the public and private sector.

Her experience includes managing confidential information, supporting licensing and compliance processes, coordinating executive schedules, and streamlining administrative procedures. Known for her attention to detail and ability to manage multiple priorities efficiently, she plays a vital role in supporting the day-to-day operations of the Board.




Kelly K. Vickers, MA, NIGP-CPP, CSP

Kelly Vickers serves as Compliance Manager for the West Virginia Solid Waste Management Board, where she provides leadership in financial oversight, internal controls, and compliance with state code and regulatory guidelines. She works closely with Solid Waste Authorities across West Virginia to promote accountability and consistent compliance practices.

With more than a decade of experience in public sector procurement and fiscal administration, Kelly also provides education and training on internal controls and best practices at both the state and national levels. She holds a Master of Arts in Leadership Studies and a Bachelor of Arts in Business Administration, and is currently pursuing graduate studies in accountancy while completing advanced training in landfill operations.




Niki Davis

Niki Davis serves as the Recycling and Marketing Development Manager for the West Virginia Solid Waste Management Board, where she leads statewide planning efforts and supports recycling initiatives across West Virginia. With over 14 years of experience in environmental program administration, regulatory compliance, and grant management, Niki brings a strong background in program development and public engagement.
She holds a Bachelor of Science in Biology from West Virginia State University and began her environmental career with the WV Department of Environmental Protection's Rehabilitation Environmental Action Plan (REAP) as an Environmental Resources Specialist. She later joined WVDEP’s Environmental Enforcement Division as an Inspector in the Aboveground Storage Tank Program before returning to REAP in a senior role, managing both mandated and volunteer-driven programs such as Adopt-A-Highway. Her expertise spans waste and recycling policy, research strategy, and statewide education and outreach. Niki was drawn to the Solid Waste Management Board by its mission to strengthen West Virginia’s waste management systems and recycling efforts through sustainable, community-driven solutions.



Cathleen Salmons

Cathleen Salmons serves as Comptroller for the West Virginia Solid Waste Management Board, overseeing financial and administrative functions for the agency. Her responsibilities include financial tracking and reporting, vendor payments, contract documentation, and coordination of internal financial processes.

Cathleen brings more than 20 years of experience in administrative and financial management. Prior to joining the Board in 2018, she served as Office Manager for the University of Charleston’s Facilities Department, supporting budgeting, contract management, payroll, and vendor payments.Her attention to detail, organizational skills, and depth of experience make her a key resource within the agency.​



Rosamary Schwaiger

Rosamary Schwaiger serves as a Compliance Analyst for the West Virginia Solid Waste Management Board, where she is responsible for reviewing and auditing performance measures submitted by Solid Waste Authorities to ensure accuracy, consistency, and compliance with reporting requirements. Her work supports data-driven oversight and helps identify areas for improvement across agency programs.

Rosamary holds a degree in Business and brings more than 20 years of experience in accounting, data collection, and statistical analysis. Her ability to identify patterns, trends, correlations, and anomalies plays an important role in supporting the Board’s compliance and strategic objectives.



Isaiah McCoy

Isaiah McCoy serves as a Program Assistant for the West Virginia Solid Waste Management Board, supporting the agency’s grants program and assisting with grant administration and compliance monitoring for Solid Waste Authorities statewide.

He brings administrative and regulatory experience from his work with the WV DEP, including the Office of Environmental Advocate and the Office of Oil & Gas, where he focused on data tracking, process coordination, grant administration, and public communication. Isaiah also works collaboratively with the Recycling Coalition of West Virginia and is passionate about advancing recycling initiatives and nonprofit efforts across the state.

Isaiah holds an Associate of Applied Science in Paralegal Studies and is currently pursuing a Bachelor of Arts in Public Administration and Policy at Marshall University.​
