Meet the Team

Mark Holstine, P.E.
Mark Holstine serves as the Executive Director of the West Virginia Solid Waste Management Board, where he leads the agency in fulfilling its statutory responsibilities and provides direct oversight to Solid Waste Authorities across the state. A licensed Professional Engineer with over 30 years of experience, he holds a Bachelor of Science in Civil Engineering from the West Virginia Institute of Technology. His background includes extensive work in landfill design and compliance, solid waste planning, infrastructure management, and environmental permitting.
Throughout his career, Mark has managed complex engineering projects, including landfill closures, water infrastructure improvements, and mine land reclamation. As Public Works Director for the City of Charleston, he led the transition of the municipal landfill to Subtitle D compliance, implemented operational efficiencies in waste collection, and developed a fleet management program driven by lifecycle cost analysis. He also held engineering and project management roles with GAI Consultants and the West Virginia Department of Environmental Protection, where he contributed to statewide regulatory initiatives and helped develop reclamation standards for surface mining operations.
Since 2010, Mark has applied this technical expertise to lead the Solid Waste Management Board. As part of the Board’s statutory authority, he has served as Presiding Chair of two Solid Waste Authorities following formal Board action to supersede their local governance. He currently holds this role with the Tucker County Solid Waste Authority, where he also oversees operations of the Tucker County Landfill, ensuring regulatory compliance and organizational stability.

Jayne Ann Arthur
Jayne Ann Arthur serves as the Comptroller for the West Virginia Solid Waste Management Board, where she provides oversight and management of the Board’s fiscal operations. Jayne Ann has served the Board for nearly 14 years in various roles which has granted her a thorough understanding of the organizational operations and financial management processes essential for the Solid Waste Management Board. Jayne Ann’s service in the financial sector includes working as an Investor Accountant for the Bank of Boston Mortgage Department in Jacksonville, Florida, managing accounts for prominent clients such as Bear Stearns (JPMorgan), Freddie Mac, and Fannie Mae, along with various private mortgage investors. In addition to serving as Office and Financial Manager for the largest Commercial and Residential Real Estate Appraisal Company in Northeast Florida for seven years. Jayne Ann earned her Bachelor of Science degree from The University Charleston with two minors in Social Services and Business Management/Operating Systems, and an associate in social work from West Virginia State University.

Kelly K. Vickers, MA, NIGP-CPP, CSP
Kelly Vickers serves as the Business and Financial Management Analyst for the West Virginia Solid Waste Management Board, where she provides leadership in financial oversight, internal controls, and compliance with state code and regulatory guidelines. With a strong background in public sector procurement and fiscal administration, she brings over a decade of experience supporting operational efficiency and accountability across multiple state agencies. Kelly holds a Master of Arts in Leadership Studies and a Bachelor of Arts in Business Administration, and she is currently expanding her expertise through graduate studies in accountancy and advanced training in landfill operations.

Niki Davis
Niki Davis serves as the Recycling and Marketing Development Manager for the West Virginia Solid Waste Management Board, where she leads statewide planning efforts and supports recycling initiatives across West Virginia. With over 14 years of experience in environmental program administration, regulatory compliance, and grant management, Niki brings a strong background in program development and public engagement.
She holds a Bachelor of Science in Biology from West Virginia State University and began her environmental career with the WV Department of Environmental Protection's Rehabilitation Environmental Action Plan (REAP) as an Environmental Resources Specialist. She later joined WVDEP’s Environmental Enforcement Division as an Inspector in the Aboveground Storage Tank Program before returning to REAP in a senior role, managing both mandated and volunteer-driven programs such as Adopt-A-Highway. Her expertise spans waste and recycling policy, research strategy, and statewide education and outreach. Niki was drawn to the Solid Waste Management Board by its mission to strengthen West Virginia’s waste management systems and recycling efforts through sustainable, community-driven solutions.

Cathleen Salmons
Cathleen Salmons serves as Secretary II for the West Virginia Solid Waste Management Board, where she provides administrative support to the agency’s staff and Solid Waste Authorities across the state. Her responsibilities include financial tracking, vendor payments, contract documentation, timekeeping, and general office coordination, contributing to the smooth operation of daily activities.
Cathleen brings over 20 years of experience in administrative and office management roles. Prior to joining the Board in 2018, she served as Office Manager for the University of Charleston’s Facilities Department, where she supported departmental budgeting, managed construction contract records, processed payroll and vendor payments, and assisted in personnel administration. Her attention to detail, organizational skills, and depth of experience make her a key support resource within the agency.

Rosamary Schwaiger
Rosamary Schwaiger serves as the Administrative Assistant III for the West Virginia Solid Waste Management Board, where she is responsible for auditing performance measures submitted by Solid Waste Authorities to ensure accuracy and quality. She compiles and analyzes this data to prepare detailed reports for Executive Director Mark Holstine, supporting informed decision-making and proactive problem-solving. With a degree in Business and over two decades of experience in accounting, data collection, and statistical analysis, Rosamary plays a key role in identifying patterns, trends, correlations, and anomalies that help guide the Board’s strategic direction.

Kyla Morris
Kyla Morris serves as an Environmental Specialist I with the West Virginia Solid Waste Management Board, where she manages grant programs and provides technical support to Solid Waste Authorities and the public on recycling, waste reduction, and environmental compliance. She utilizes her understanding of solid waste regulations and statewide data collection to assist with policy implementation and community education efforts. With a Bachelor of Science in Environmental Science and a background in environmental wellness, Kyla brings strong analytical and problem-solving skills to her role, supporting sustainable development and informed decision-making at the local, regional, and state levels.
